Coalition Meets Deputy Chair of the Bundestag Human Rights Committee

As part of its national‑level advocacy to strengthen Germany’s response to transnational repression (TNR), the Coalition Against Transnational Repression in Germany held a meeting on 3 March 2025 with MP Norbert Altenkamp (CDU), Deputy Chair of the Committee on Human Rights and Humanitarian Aid.

The Coalition was represented in this meeting by:

During the meeting, Coalition representatives provided an overview of how transnational repression manifests in Germany and shared insights from documented cases involving intimidation, digital harassment, surveillance attempts, and pressure on family members abroad. The Coalition highlighted that, despite growing political awareness of TNR, individuals at risk continue to face structural barriers when seeking protection or reporting incidents.

The discussion examined current gaps within German institutions, including the absence of a clear and accessible reporting mechanism, limited institutional expertise on TNR patterns, and inconsistent coordination between federal and state authorities. The Coalition emphasised the need for Germany to adopt a human‑rights‑based, people‑centered approach that prioritises the safety and agency of affected individuals.

The Coalition also outlined key policy recommendations, including the establishment of a trusted federal contact point for TNR cases, improved inter‑agency coordination and documentation standards, and the development of early‑warning systems capable of responding quickly to cross‑border threats.

The Coalition welcomed the opportunity to brief the Deputy Chair of the Bundestag Human Rights Committee and expressed its commitment to continued engagement with policymakers to ensure stronger, more coherent national responses to transnational repression.
