Coalition Member Quarteera Added to Russia’s List of “Undesirable Organizations”
On 11 September 2026, the Russian authorities designated Quarteera e.V. as an “undesirable organization.”
The decision forms part of an ongoing crackdown on independent civil society actors, human rights advocates, and organizations working to promote democratic values and fundamental freedoms. Under Russian legislation, cooperation with, support for, or dissemination of materials produced by organizations designated as “undesirable” may be subject to legal penalties within Russia.
Quarteera is a Germany-based civil society organization and a member of the Coalition Against Transnational Repression in Germany. According to the organization, the designation does not affect its legal status or ability to operate in Germany. However, it may create risks for individuals associated with the organization who are located in Russia, hold Russian citizenship, or plan to travel there.
In response to the designation, Quarteera reaffirmed its commitment to continuing its work in Germany, including support for LGBTQI+ communities, people with migrant backgrounds and other vulnerable groups, advocacy for human rights and human rights defenders, educational and cultural initiatives, and cooperation with partners across Germany, Europe, and beyond.
The organization also stated that it will continue its efforts to combat discrimination, racism, antisemitism, homophobia, transphobia, disinformation, and transnational repression, while maintaining its support for Ukraine’s sovereignty and territorial integrity.
The Coalition Against Transnational Repression in Germany expresses its solidarity with Quarteera and reaffirms the importance of protecting civic space and the work of independent civil society organizations. Efforts to silence or intimidate organizations advocating for human rights and democratic values must not succeed.
