Meeting with the Office of Dr. Konstantin von Notz on Transnational Repression

On 7 November 2025, the Coalition Against Transnational Repression in Germany held an online meeting with the staff of Dr. Konstantin von Notz, Member of the Bundestag (Bündnis 90/Die Grünen), to discuss the growing risks posed by transnational repression and its implications for people seeking protection in Germany.

The Coalition was represented in this meeting by:

  • Reporter ohne Grenzen e.V. (Reporters Without Borders Germany)
  • Tibet Initiative Deutschland e.V.

This meeting formed part of the Coalition’s ongoing engagement with German policymakers to raise awareness of cross‑border threats and to ensure that decision‑makers receive structured, evidence‑based briefings on how transnational repression manifests in practice.

The Coalition outlined its current priorities and reiterated the importance of placing affected individuals at the center of institutional and policy responses.

During the exchange, the Coalition highlighted several key issues, including the escalation of digital intimidation, surveillance activities by foreign state actors and their proxies, and the impact of these practices on the safety, wellbeing, and participation of targeted individuals. The discussion also addressed the urgent need for clearer reporting pathways, improved institutional coordination, and the establishment of mechanisms that enable those affected to seek protection without bureaucratic obstacles.

The meeting with Dr. von Notz’s office reinforced the growing political recognition that transnational repression is not only a security matter but also a human rights issue requiring a coherent and coordinated federal response. The Coalition will continue engaging with different parliamentary groups to strengthen Germany’s ability to identify, document, and prevent cross‑border threats
