Coalition Meets with MP Marcel Emmerich to Discuss Germany’s Response to Transnational Repression

On 13 October 2025, the Coalition Against Transnational Repression in Germany met with Member of the Bundestag Marcel Emmerich (Bündnis 90/Die Grünen) to discuss how German institutions can strengthen their response to transnational repression and improve protection for individuals affected by cross‑border threats.

The Coalition was represented in this meeting by:

  • Reporter ohne Grenzen e.V. 
  • Tibet Initiative Deutschland e.V.

During the meeting, the Coalition outlined key challenges identified through its casework and engagement with at‑risk communities. These included the absence of clear and accessible reporting mechanisms, fragmented institutional responsibilities, and the need for stronger federal‑level coordination.

The Coalition reiterated its long‑standing position that transnational repression must be addressed foremost as a human rights issue, not solely as a security matter. It emphasized the importance of centering affected individuals in any institutional or legislative reforms designed to counter cross‑border intimidation and harassment.

The discussion also covered several of the Coalition’s policy recommendations, including the establishment of a federal point of contact for cases of transnational repression, the strengthening of early‑warning and documentation systems, and the expansion of community‑focused outreach and trust‑building strategies for those most at risk. The exchange reflected growing recognition among policymakers that prevention, protection, and accountability are interconnected pillars of an effective national response.

The Coalition appreciates MP Emmerich’s openness to this dialogue and looks forward to continued engagement aimed at advancing a rights‑based, coordinated, and comprehensive national approach to countering transnational repression in Germany.
