Coalition Meets MP Gabriela Heinrich to Discuss Transnational Repression in Germany

On 18 September 2025, the Coalition Against Transnational Repression in Germany held a meeting with Member of the Bundestag Gabriela Heinrich (SPD) to discuss the growing impact of transnational repression on targeted individuals and communities living in Germany.

The Coalition was represented by:

  • Tibet Initiative Deutschland e.V.
  • Science at Risk

This meeting forms part of the Coalition’s ongoing efforts to raise awareness among policymakers and ensure that German decision-makers are fully informed about how transnational repression manifests, the risks it creates, and the urgent need for coordinated institutional responses.

During the discussion, the Coalition highlighted key patterns outlined in its policy paper on transnational repression, including cross‑border intimidation, digital harassment, surveillance activities, and the use of proxy actors. The Coalition also underscored persistent gaps in reporting mechanisms, the absence of tailored protection measures, and the importance of placing affected individuals at the center of policy development.

The exchange with MP Heinrich reflected a growing recognition within the German Parliament of the need to address transnational repression as a pressing human rights concern. The Coalition will continue its engagement with parliamentary groups and federal institutions to strengthen protections for individuals and communities facing cross‑border threats.
