Coalition Holds Exchange with MP Roderich Kiesewetter on Transnational Repression

On 18 December 2025, the Coalition Against Transnational Repression in Germany met with Member of the Bundestag Roderich Kiesewetter (CDU) to discuss Germany’s response to transnational repression and the steps needed to strengthen protection for individuals exposed to cross‑border threats.

During the meeting, the Coalition reiterated its consistent position that transnational repression must be understood first and foremost as a human rights issue, not solely a security matter. The Coalition noted that many of those targeted are journalists, human rights defenders, activists, and members of politically vulnerable communities who require rights‑based and people‑centered support.

The Coalition was represented in this meeting by:

  • Tibet Initiative Deutschland e.V.
  • Civil Society Forum e.V.
  • Freiheit Für Hongkong e.V.

The Coalition highlighted key concerns, including the escalation of digital intimidation, surveillance attempts by foreign state actors and their proxies, and the long-term impact of these practices on individuals’ safety, wellbeing, and civic participation.

The discussion also underscored the need for clearer reporting pathways, greater institutional coordination, improved documentation of incidents, and stronger mechanisms capable of providing timely and confidential assistance to those affected.

The Coalition reaffirmed its commitment to advancing policy discussions that ensure Germany adopts comprehensive, coherent, and human‑rights‑driven measures to prevent, identify, and address transnational repression.
