Coalition Engages German Ministries to Advance National Response to Transnational Repression

25 July 2025

The Coalition Against Transnational Repression in Germany held its regular meeting on 25 July 2025, during which it hosted representatives from the German Federal Foreign Office and the Federal Ministry of the Interior for a discussion on Germany’s approach to addressing transnational repression (TNR).

The Coalition stressed that structured engagement with government institutions is central to its mission to strengthen protection mechanisms for at‑risk diaspora communities, enhance institutional understanding of TNR, and advocate for comprehensive national policies to counter this growing threat.

During the meeting, members presented key recommendations from the Coalition’s policy paper, including the establishment of a central government body to document TNR cases, improved training for law enforcement, and the development of a coordinated national strategy to safeguard individuals targeted by foreign governments.

Representatives from the Federal Foreign Office and the Ministry of the Interior briefed the Coalition on ongoing efforts to improve interagency coordination, develop guidance for supporting affected individuals, and advance Germany’s leadership on TNR within G7 frameworks.

The Coalition reaffirmed its commitment to continued dialogue with German authorities and to advancing stronger protections against transnational repression through evidence‑based advocacy and cross‑sector cooperation.
